Waimate is a small town in Canterbury on the South Island, just inland of the east coast and 34 miles south of Timaru. The county council was constituted in 1876; prior to this the area was run and rates collected by the Waimate Road Board. The collector, Daniel Jackson, was born in 1854 at Ballygibbon House, West Kildare, Ireland and arrived at Lyttelton in 1876. He died, aged 43, in October 1898.
